An Irish electronic prescription as exchanged: one patient (IEMpdPatientEPrescription), one or more prescription items (IEMpdMedicationRequestEPrescription) sharing a group identifier, the prescriber, the prescriber's facility, the medicinal products, and the allergy statement (IEMpdListAllergiesAtPrescribing). Prescription-level legal and safety rules (HIQA EP 1.4.2, 1.6.1, 2.10.1, 3.1) are enforced here because they span resources.

A sender (NePS or the National Contact Point for eHealth) marks a cross-border prescription by claiming this profile in Bundle.meta.profile. No invented tag is used (IE Core ADR-003). The IE Medication Events Location Profile is based upon the core FHIR Location Resource and defines the minimum set of data required to query and retrieve location information within the Irish healthcare system. It covers details such as the location name, type, address, and managing organization.

The medicinal product in an Irish ePrescription or eDispensation (HIQA EP Section 4), derived from the HL7 Europe MPD Medication. Many elements are expected to be auto-populated from the National Medicinal Product Catalogue (NMPC).

A medicine given to, or taken by, a patient under observation: a dose administered in hospital, a GP practice, a pharmacy or the community, or a dose that was due but not given. IE-defined (HIQA's EP draft does not cover administration). Not-given doses state the reason (invariant ie-mad-status-1); given doses record what was given (ie-mad-dose-1).

The IE Medication Events MedicationDispense profile sets minimum expectations for the MedicationDispense resource to record, search, and fetch medication dispensing events associated with a patient, based on Irish requirements.

An Irish electronic dispensation record (HIQA EP Section 6), derived from the HL7 Europe MPD MedicationDispense. Covers a completed dispense, a partial or instalment dispense, and a non-dispensation (declined or stopped, with a reason).

One prescription item of an Irish electronic prescription (HIQA EP Section 3), derived from the HL7 Europe MPD MedicationRequest. The IE Medication Events Organization Profile is based upon the core FHIR Organization Resource and defines the minimum set of data required to query and retrieve organization information within the Irish healthcare system. Identifier slicing for HIQA-sourced facility identifiers is defined in the use-case context (HIQA EP/PS 2.8, 2.12).

Base Patient profile for the Irish health system, derived from the HL7 Europe Base Patient. It is deliberately permissive: special-category and identity-disambiguation data (for example ethnicity or mother's maiden name) are allowed but NOT MustSupport. Use-case profiles decide what must be sent and what must not be sent: IEMpdPatientEPrescription for ePrescription and eDispensation, and IEMpdPatientSummaryPatient for the Patient Summary (IE Core ADR-002, GDPR Art. 5(1)(c) data minimisation).

The patient as the subject of an ePrescription or eDispensation. It carries the HIQA ePrescription/eDispensation patient dataset (Section 1) and nothing more. Ethnicity, mother's maiden name, nationality, citizenship, place of birth, religion, marital status, pronouns, photo and contact persons are not part of that dataset, so they are prohibited (GDPR Art. 5(1)(c) data minimisation; ethnicity and religion are Art. 9 special-category data). Patient identity is established by the IHI (when available) together with name, date of birth and address (see the clinical-safety log, IE Core HZ-06).

The IE Medication Events Practitioner Profile is based upon the core FHIR Practitioner Resource and defines the minimum set of data required to query and retrieve practitioner demographic information within the Irish healthcare system. It includes identifier slicing for professional registration numbers (HIQA EP/PS 2.6).

The IE Medication Events PractitionerRole Profile is based upon the core FHIR PractitionerRole Resource and defines the minimum set of data required to query and retrieve practitioner role information within the Irish healthcare system. It constrains references to IE Medication Events profiles and binds the role code to the IE Medication Events Healthcare Provider Taxonomy.

The IE Medication Events Provenance profile sets minimum expectations for the Provenance resource to record, search, and fetch provenance information associated with a record, based on Irish requirements.

The prescriber's electronic signature over the prescription items (HIQA EP 2.13 Signature). A Provenance signature is used rather than Bundle.signature so that the signature survives storage in NePS and re-bundling for cross-border exchange (IE Core ADR-003). The signature format and eIDAS assurance level are Requires Clarification (IE Core OI-009).

The IE Medication Events RelatedPerson profile sets minimum expectations for the RelatedPerson resource to record, search, and fetch related person data associated with a patient, based on Irish requirements.

Base vital signs profile for the Irish healthcare context. Inherits from the FHIR Vital Signs base profile.

HIQA PS 1.4.8 Country of affiliation (Required 0..1): the designated source country where the patient and their health information are based. Typically, but not always, the country of residence, and it may differ from nationality. No HL7 extension exists. Patient Summary only; prohibited in ePrescription (IE Core ADR-002).

HIQA EP 6.4.3 Related person is the receiver (Optional): the person (e.g. carer or family member) who collected the dispensed medication on the patient's behalf. R4 MedicationDispense.receiver allows only Patient or Practitioner.

HIQA EP 3.5.9.2 'Do Not Extend' (Optional 0..1): true when the prescriber does not want the pharmacist to extend the prescription beyond its validity period. HIQA: pharmacists can extend a six-month prescription for up to a further six months.

A patient's ethnicity (repeat the extension for more than one ethnic background). GDPR Art. 9 special-category data. HIQA PS 1.4.10 (Required 0..*, coded). It is NOT part of the HIQA ePrescription/eDispensation dataset and is prohibited in IEMpdPatientEPrescription (IE Core ADR-002). HIQA: 'not used for patient identification'; collected with appropriate safeguards and consent.

HIQA EP 4.11 Exempt medication item (Required 0..1, Boolean, expected auto-populated). REQUIRES CLARIFICATION: the draft does not say what the item is exempt from (e.g. an exempt medicinal product without a marketing authorisation). Modelled as a boolean flag so that the dataset element can be carried; see the open issues.

HIQA EP 3.5.10.1 (Required 0..1, expected auto-populated from the NMPC): whether the medicinal product is on the HPRA List of Interchangeable Medicines. If true, substitution is allowed by default unless the prescriber invokes 'Do Not Substitute' (MedicationRequest.substitution.allowedBoolean = false).

One former surname of the patient's mother (repeat for each). HIQA PS 1.4.6 'Mother's former surnames' (Required 0..*): all former surnames of the patient's mother that may help identify the patient. The HL7 patient-mothersMaidenName extension holds only one name. Whether HIQA means the mother's birth surname only is Requires Clarification (IE Core OI-011). Patient Summary only; prohibited in ePrescription (IE Core ADR-002).

HIQA EP 3.5.12 Number of instalments (Required 0..1): whether the total quantity can be dispensed in smaller, specified amounts at specified intervals (phased dispensing). This differs from repeats (numberOfRepeatsAllowed, EP 3.5.11). HIQA: a legal requirement for Schedule 2, 3 and 4 Part 1 controlled drugs; the interval is dispenseRequest.dispenseInterval (EP 3.5.13).

HIQA EP 1.4.2 Age (cluster): the patient's age recorded on the prescription. HIQA: if the date of birth shows the patient is under 12 years, recording the age on the prescription record is a legal requirement in Ireland. Age should be entered in years, and to the nearest three months (or less) for children under two. 1.4.2.1 value and 1.4.2.2 type are Mandatory within the cluster.

HIQA EP 3.5.7.2 Quantity prescribed (free text): the overall quantity in words and figures, e.g. 'twenty-eight (28) tablets'. HIQA: a legal requirement if the item is a controlled drug under the Misuse of Drugs Act 1977 (as amended) and the Misuse of Drugs Regulations 2017 (S.I. No. 173/2017). Enforced for MDA Schedules 2, 3 and 4 Part 1 by invariant ie-rx-cd-1.

UCUM units for recording a patient's age: years, months or days (HIQA EP 1.4.2.2).
